Welcome to the webpage dedicated to my 2025-2026 Legislative Bill Package. The rising cost of living, housing shortages, increased utility rates, and insurance rate hikes have remained critical issues for many in my district.

This year, I have introduced twelve (12) bills to protect our communities, make California a more affordable place to live, and ensure that constituents are prepared when disaster strikes.

Insurance

AB 69 – Navigating the FAIR Plan Program Alternatives: This bill requires the insurance broker on record to determine if a FAIR Plan policy can be moved to the admitted market before the FAIR Plan policy is renewed.

AB 75 – Transparency for Property Assessments Conducted by Aerial Imaging: This bill requires insurers to provide a notice to homeowners at least 30 days prior to an inspection that utilizes aerial imagery. It also requires insurers to provide policyholders with instructions on how to request the photos.

AB 226 – The FAIR Plan Stabilization Act: This bill authorizes the Fair Access to Insurance Requirements (FAIR) Plan to request the California Infrastructure and Economic Development Bank to issue bonds if the FAIR Plan faces liquidity challenges in the event of a major catastrophe such as a wildfire.

AB 234 – Increasing FAIR Plan Transparency: This bill increases transparency by adding the Assembly Speaker and the Chair of Senate Rules Committee as nonvoting, ex officio members of the CA Fair Plan governing committee.

Affordability

AB 942 – Reducing Energy Costs: Alleviates the cost burden and reduces energy cost for non-solar energy consumers by adjusting unequitable, outdated rooftop solar subsidies.

AB 1427 – Protecting Homeowners’ Credit: Provides credit protection to homeowners who are forced to sell their property via short sale as a result of a state of emergency declared by the Governor.


Protecting Older Adults

AB 835 – Improving Care Provided at Skilled Nursing Facilities: This bill authorizes skilled nursing facilities to receive Workforce & Quality Incentive Program payments from the state, regardless if they are providing services to a Medi-Cal recipient out of their network.


Disaster Preparedness

AB 232 – Catastrophe Savings Account Program: Allows California homeowners to establish a catastrophe savings account to use during emergencies. Funds deposited and interest earned in these accounts would be exempt from state income tax. Thus allowing residents to have funds saved for future rainy days.

AB 719 – Updating County Emergency Plans: Requires counties to review and update their emergency plans at least every two years to ensure communities are prepared and protected from catastrophic disasters.

AB 798 – Providing Diaper and Wipes during Emergencies: Creates a statewide diaper and wipe distribution program to serve families when a state of emergency has been declared by the Governor. Ensures Californians don’t have to choose between their child’s wellbeing and meeting other basic needs when resources are limited.

AB 888 – The Safer from Wildfires Act: This bill establishes a program within the California Department of Insurance to fund qualifying residents when purchasing new or replacement fire-safe roofs, clearing the first five feet around their home, and building resilient communities.

AB 1003 – Expanding Protections for Lung Health: Requires the State Department of Public Health to develop a plan for counties to use during significant air quality event and for counties to adopt a similar plan using these recommendations and guidelines. This bill also creates the Wildfire Smoke Research and Education Fund to research the adverse health effects of exposure to wildfire smoke.
